Short description of the theme:
Presentation of the designed legal solutions, part of the proposal-text of the Law for free approach to information by the Ministry of Justice. Analysis of the proposed text from the aspect of the media and the non-governmental organizations. The panel will also encourage the initial organizing of the third sector in function of improvement of the proposal-text, as well as coordination of the promoting activities.
The proposal for the Law for free approach to information was put together by the Ministry of Justice and it will be submitted to the Government in the second half of November. This Law is of particular importance to the process of achievement of higher level of transparency, honesty and accountability in the functioning of the state institutions.
The Law for free approach to information will result in wider involvement of the public in the process of governing the state and it will create an atmosphere of truly transparent government.
Due to the importance of the Law, the involvement of the third sector is of essential importance in the process of designing the text of the Law, and after the enforcement in the process of monitoring of its implementation. The experiences of the states that have had this kind of Law for a longer period of time, show that in order to have true realization of the obligations for informing by the state institutions, as well as for the realization of the right for getting certain information the role of the non-governmental sector, especially the coordinated activity with the media and all the NGOs is of special importance. In that direction, this panel will encourage the initial organization and mobilization of the non-governmental organizations in function of improvement of the text of the Law, as well as the introduction of new ideas in order to improve the Law and to initiate wider discussion in the public and in the non-governmental sector.
