Lobbying

The government regulates lobbying by law

“Lobbying is done on voluntary basis with written agreement between the performer and the one who orders it and it can be a physical or legal person with interest for lobbying in front of the government” – is stated, among the other things, in part of the provisions in the proposal for passing a law on lobbying, and with it, the government is trying to determine the rules in this sphere which is without any legal frame, in order to eliminate doubts related to closeness and corruption of the occupation.

Lobbyists, according to the proposal, should be registered with name and surname for physical persons or name of the legal person. The registration would last for a year and it would be issued by the State General Secretariat, with an opportunity to be unlimitedly renewed.

Activities by people called to take part in the preparation of explanation and implementation of laws and regulations will not be considered lobbying, regardless of whether they are given allowances or not, same for the activities by citizens’ associations, in case they carry them out without any compensation.
